Cannot build Mgs by other squads

Hi im playing as the ussr unlocked mg in engineer squads bought engineers rank 2 to every other squad but they cannot build Mgs and Ats only that one engineer squad can build please help thanks.

Only the engineer 2 squad itself can build mgs, not engineer 2s in other squads
