I have a questions about the the +12% bolt action cycle speed:
•does the perk apply to the gun before upgrading, for example:

Would the perk apply to the gun after it’s been upgraded so +12% of 59 rpm or would the perk be +12% of the original unupgraded value added to the rpm?
Sorry if I have been confusing, while asking my question.

If I understand your question correctly, it shouldn’t make a difference. Imagine a weapon has a fire rate of 50, after upgrading it becomes:
50x1.15
that is, 15% more, after the upgrade it becomes(12%):
50x1.15x1.12
so it doesn’t matter which one you multiply first, the result is the same.

This perk applies to the soldier. Any bolt weapon the soldier uses would have a 12% speed/firerate.
Reload perk is much better imo because most bolts have good/fair firerate but slow reloading.
Reload perk also works with all guns. You’ll be surprise on the difference of a faster reload
animation beats a faster firerate animation. If you have perfect aiming go with 12%.
Which is never the case in most scenarios.
