2 guns may looks cool, but the benefits are very minimal at best
To be honest, I love this as I use the rifleman more then the sniper, and I don’t have to waste a slot on an all sniper squad that I might or might not use. However I get a lot of opportunities to use the sniper gun as well in certain moments of the game. And it comes in handy if your being seal clubbed and your just wasting time till the match is over. 
To be honest, most guys don’t last long on the battlefield anyway, so most of my soldiers usually die before I run out of ammo. Everyone of my machine gunners regardless of level have large ammo packs, some of my SMG’s do as well, but most have small ammo packs while my rifleman usually have large grenade pouches. Even without ammo packs, I have rarely run out of ammo before my soldier is killed anyway, so I can get away with small ammo packs. And my dual rifleman/sniper soldier, I really don’t run out of ammo, but I just wanted to know if consolidation could be done for the time I do run out in the future. I’ve been happy with the dual rifleman/sniper concept so I am doing it with all my level 3 or higher factions.
I went and bought a ton of med kits last night, all thanks to you.

german snipers with 2 weapons actually make lot of sense. you could have stg44 without scope for assaulting and BA/SA sniper as second rifle when you need to hit some annoying pest.

Yes, the second weapon should be scoped FG. Most likely a best sniper rifle since its recent buff.
scope FG is good but for long range i will go for mkb/stg44 since it more controllable imo
but dont be mistaken it is good just not my cup of tea
It is not. Just use it in semi mode.
Scoped fg is good, but for long range I would go with the gewer98 it have one hit potential at every distance
I like SF snipers more. It’s easier to kill long distance moving targets.
Because if you miss, you can fire again immediately.
And when you do hit him, in most cases they’re at least downed.
In addition, you can quite effectively “spray” a squad that has a freshly popped out of rally point.
