From a native Japanese speaker’s point of view, this is a postal savings passbook of an employee who probably works for a company called “ 南洋興発株式会社” on the island of Saipan. Her name is “Uta”. Probably a woman.

Interestingly, she would be transferring two or one Yen at a time. About $60 to $100 in today’s value.
maybe this Is money sent to her parents’ house
