What do the roman numerals, these grey or golden and full or empty stars mean?

The roman numeral means a soldier’s level, which has to do with how effective they are as a bot, as well as their maximum perk cap.
The amount of stars, which is equal to their level, is the maximum amount of perks they can gain.
The gold stars are how many perks they currently have, while the empty stars are how many perks they have left to gain at their level. Once every star is gold, they can be sent to the academy with 2 other soldiers of the same level in order for a random one of them to level up.
There’s also those odd unnamed “stat” indicators which further categorize perks. Perks can only be rolled that don’t exceed the limit of those stats.
More stars = better AI
More starts = more skills
