Among the dozens of reasons why this idea ranges from “bad” to “impractical”, let me just give you a hint of one the most egregious:

Major game like call of duty have attack dogs, did it get much community outcry to stop it from be added to multiple call of duty games?
You are heartless enough to shoot a human by not dogs? They are both your enemy, If you don’t kill them you get killed, this is war!
CoD is CoD and it’s a franchise famous and rich enough to effortlessly shrug off preposterous hate campaigns from minor animal activists groups looking for visibility.
(Because of course any outcry would come down to that.)
If a target big as cod didn’t receive any visible hate. What a target as small as Enlisted will receive? Seeing the enormous number of cod player, I think many fps player didn’t even care about killing dog in game.
The cons about difficulty of properly modeling and animating dogs or other animals (not to mention coding their dedicated AI) and making them actually meaningful in game still stand, tho.
Besides, I (and I think many others) wouldn’t want to see matches flooded with packs of dogs, imho they may exist as a gimmick marginal mechanic, like a specialist dog team or such.
