AKT-40 is automatic SVT-40，They shoot same bullet，AKT-40 was13.9 damage is a issues left over from history，consider it once a Moscow squad so 13.9 damage was balance. But now with it at BR4 level and the recent changes in the Fedorov series, it is reasonable to readjust the AKT-40 damage as same as SVT-40

Then it would have to be moved to br5 if that happens right? Also the akt was more of a carbine than it was a rifle.

I understand, you don’t have this squad. Let me tell you, this gun only has a 10 round magazine, and the green and red points of the soldiers in the team haven’t reached 16. It’s obvious that this squad is even worse than the newly deployed Fedorov machine gun and DP belt machine gun. So BR4 is good for akt-
40 even after buffed and BR5 still trash because it worse than free avs36 and avt40. If you have this squad the firearm introduction clearly states that this gun is a fully automatic modified version of the SVT40, not a carbine gun

This squad needs an engineer and AT soldier more than a dmg buff.
