Most campaigns never had major shift beyond one.
Tunisia only had one major shift after one year where the Allies had twice as much players.
Stalingrad instantly switched to another Soviet botfarm when the devs nerfed the Mlkb, which happend so fast after the initial campaign launch, it is almost not worth to mention.
Moscow was balanced until they add the T-50, only got “fixed” when they added the Panzer IV F2 and the Mkb from the future, which happened I think also more than a year after they added the T-50, the T-34 and the PPSh.
Berlin was also Soviet botfarm until they started to add Tigers, which turned them into German botfarms afterwards.
Pacific was Axis botfarm for couple of days until people switched and stayed to Allies with no major shift.
Normandy was only one that faced actual major shifts all the time and funny enough it was the most populated campaign. It is also wrong that it was “Axis-dominated” for long time since it only started with the Panther, which I think didnt got add until half a year to one year after the OBT release.
Cleary no sign of imbalance as cause at all.

Because people just had the preference not play against the PPSh with the 20rd Beretta or against the Panther with the M10 or against the Grant with a shitty-ass Semo that cant even kill infantry properly. But if you give one side balanced / counter gear or better/ superior gear, they suddenly either repopulate the UP faction or sweat in the new OP faction.
No imbalance at all. Just preference… praise the preferences.
