So I got the Breda 88 and played a few games. It’s a decent plane but out of a dozen matches or so the tail gunner hasn’t shot at a thing, even when the enemy is on my tail, is this a known bug?

Gunners do not shoot 100% of the time - even with upgrades to detection range, etc.
Heck even with the front gunner of the Ju-188 you can be following an enemy swearing at the gunner for not shooting yet - he will eventually… but often with what seems like a massive delay!
and clever pilots attacking you will exploit zones not covered - eg from below
Sure, but my Stuka gunners work (and have shot one or two down). The Breda 88 gunner doesn’t do anything.

Haha reminds me warthunder. Early days Gunners used to be really responsive and strong
Now you will be lucky if they even “aim” at a guy parked 200 meters behind you (the enemy will have opened fire at 800-1000 meters)

That’s how I recall all my gunners starting - although the Breda is a premium isn’t it, so you get a fully trained gunner?

Yes, but it’s not like he’s firing and missing; he’s not firing at all.
I deliberately put the plane in front of an enemy player between the rudders and still nothing.

Yes I get that he’s not firing at all - as I said that is quite normal for new gunners.
if you are sure it is a bug then report it as such.
This is a known problem. I also fly the 88, the gunner used to shoot a lot more a few updates ago, but now the gunner is just there doing nothing.
