Imo soldiers should also have BRs according to their tier because some perk combinations are quite strong.
For example soldier with vitality perk + recoil reduction is noticeably stronger than soldier with only one of those perks.

The most unfortunate example, only soldiers snipers and tankers can’t get this perk. And they can’t get this perk regardless of level, lol.

No, it’s really hard to get it, but only because some idiot introduced randomization for the number of perk points soldiers have. Because of that, a lot of the old gold soldiers are garbage, just useless garbage. I have a gold stormtrooper and a machine gunner with 15 survivability, it’s just sad.

Yeah, as well as the event soldiers. They’re just sitting in my reserve.
FYI since season 6 gold order soldiers have optimal perk sets.
There isn’t a single soldier class in the entire game that has this combination available for a higher tier soldier but not a lower tier soldier.

Although this may sound reasonable, but it will require you to spend more silver to buy more soldiers, as low BR and high BR require different soldier perks.
And now soldiers are very expensive, so I don’t really like this proposal.
