So when I see the ppsh45 can put into br 4，I guess mp717 which has the lower 980 rpm than ppsh45 and ppd40 should be put br 4 too.

But the mp717 wasnt paid for unlike the new premium BP weapon that needs to be meta in order to reinforce the fomo effect for the next BP to boost sales.

Actually，it will be br3 in next version.
Except it’s not i loads in 4secs vs 4.8sec of crappy G41
Plus it’s going to be BR3 so idk why you are complaining, G43 need to go down in br to match those 3, then they can buff Type 4 reload speed to 3-3.5sec
Technically it was, with Stalingrad access, for a long time before it became open for f2p

Agree it’s firing slower than PPSh-41 so downtier it along with ultra trash Mkb42 and also buff Horn Stg dmg per bullet or also downtier it to BR4.
