It’s a typically good marketing strategy to get people to play the game. Get an “entry”. Give a reason to choose this game over others. I do think they should wait until they are ready and out of beta before the launch of this style of proper marketing strategy to get more players.
Generally speaking, such things as experience boosts get people who already have played the game to keep picking it back up.
