I recently switched my weapons and gear to BR2/3 for farming and I’ve noticed that Germany in BR2/3 seems desolate, with lots of bots and unbalanced weapons. Japan is the same, but with them at least you can see more effort from the players.

Japanese BR2 is amazing, their BR3 is also really good.
German BR2 is a bit weaker than it used to be, though I personally dont have much issues with them.
German BR3 has some really fantastic weapons and lineups there.

Is because Germany is rubbish on that BR after the nerfs to their Tanks and insane powercreep when it comes to facing BAR, ppsh box against no equivalent smgs

The last major update killed BR 2 germany for me.
BR 2 germany was always on the weaker side with their small arms but that wasnt an issue as the 3N could make up for that.
But now with the 3N removed without another worthy replacement and german small arms performing even worse compareably i have not seen a reason to play a single match of BR2 germany even though it was my go to before.
So likely it is a mixture of both.

The Japanese branch is quite good or at least the players since I have seen several victories there even against the BR5 which shows a big difference with Germany in BR2/3, Germany’s BR3 weapons automatically take you to BR3-4 but with the MG34 you balance it out quite a bit and BR5 for some reason is quite stable despite the jets
The PPsH (box) literally wipes out, when I picked one up it had virtually no recoil and was lethal even at medium range so instead of SMGs in BR2-3 I equip the MG13 (STG for the poor) and it’s relatively good if you have level 2-3 soldiers with the vertical and horizontal recoil reduction perks but it’s still difficult if your teammates haven’t unlocked such gear.
It’s the players.
Players joining Japan already do so knowing they join the underdog faction. Japan has really, really sub par vehicles…
So it’s quite common to see the players acting like zealots with nothing to lose. It’s rather immersive ironically which is pretty cool.
Same will happen with axis, tbh. Usually, axis play much better than their Soviets opponents. My theory is that they are used to somewhat inferior small arms and vehicles at low br… So they gained experience instead. Axis br2-3 tanks and aviation are somewhat mediocre. Serviceable but nothing “wow”. The “wow” things they had got uptiered, while their opponents analogous vehicles stayed lower br.
Players are making do.

It seems that way, with full equipment and higher level soldiers you can achieve something but it doesn’t change much in general effect, the only thing that could improve that is to put some gold orders in the main tree like the MKB35 or the KP26
The American BR2 is not that powerful, and there aren’t that many players either. The 3N is extremely powerful. Before the version update, the German BR2 was always popular. Why on earth isn’t anyone training themselves in the German BR2 now? That’s just nonsense. The more players there are in the faction that is easier to play.

Yup, that’s what we’re saying here, and the OP’s question: axis & Japan feels deserted to him.
As for 3N being powerful, of course it WAS… Just like t28E (the E is really important) is. Same thing with bf110G. Uptiered yet both IL2 stayed low.

Nicely sums up my problem with germany BR 2. Nothing they have is flashy and is getting me exited to use as everything they got left another faction can do better. The only items they got left, is stuff that average at best.
If I want to play with powerfull smgs?
USSR, Japan or US if you like the thompsen

Good planes?

Semi?

But nothing exept maybe the MGs is worth choosing germany over another faction but even those are only situationaly usefull at best.

I cannot deny.
High br axis is still fun thought, because things cannot be uptiered pass br5, eheheh.
But I don’t think axis br2 & 3 will remain weak very long. The meta changed with last patch, but I see a lot of diehard axis players always coming back. They have it harder at br2 & 3 so they gain more experience playing. They learn to adapt more.

That’s true, I’m still unlocking BR5 weapons, but experience and skill do have their point. Before, the best thing you could use in low BRs was the VG1-5 and the MP40.
In general, players in some factions also show very good performance regardless of the BR they play. With the Japanese they are generally good, with Germany in BR4-5 they are usually more on par with the US BR4-5 and the Soviets do work better in BR3-4 I think since they have rivals for their equipment in higher tiers.
In close combat it is difficult to use MGs unless they are 75 and 100 rounds since there you mostly use them without aiming directly and the SMGs the only one that is relative is the 39M but only if you know how to use it in short bursts or you have the aiming advantages
