As a BR3 attack aircraft, the B5N2 loadout are not outstanding, and it does not have an offensive MG, so I think it should be able to single drop 250kg bomb twice.
Its bomb hardpoints are not symmetrical, so there is no problem of load balancing, and they can also be dropped individually in WarThunder, so there is no reason to be restricted in Enlisted.
