Rework:
At this moment the Russians use the PAK40 as a AT gun. This should be a ZIS 2 or 3.
Transport:
Once you unlock AT II you should get the option to have a transport for the gun. So you can move it around the battlefield once a point is taken. The transport has to be sepratetly build by an engineer.

Towing cannons sounds good on paper but most of the time it is easier to dismantle and rebuild the cannon
That is indeed what I do only towing would make it more interesting.
Then there could be some sort of bonus for each tank kill after moving it. It might be difficult, but it could be done.
What is the point of rewarding such action in the first place? Rewarding you for wasting time to tow at gun to other place?
yep, precisely my point, until the engineer buildings make sense there is no reason to make them towable.
