In short, SVT would need way way way way way way way way way more production cost and time compared to a mosin. Russians needed guns, fast and yesterday. So if you can make 10 mosins in the time of 1 svt they would for hella sure build 10 mosins.

Since svt was produced in a million pieces per year, it was most likely easy to create it too.
PPSh was also adopted to replace PPD, since PPD is too difficult to produce.

During the period 1940-1945, they produced about 100 thousand g41.
Apparently, most of the svt 40\38 was released before the war, and then they stopped.
yeah, though that is just simple gamism because the americans had the garand as standard issue so it was only fair that the other 2 get semi autos for troopers as well. now on the other hand trooper full autos should be removed and put onto assaulters

SVT 40, by the way, was not particularly reliable and difficult to use,but for a trained fighter it was better than mosin
maybe they could add it as a feature so like the higher starred soldier will operate weapons that was historically harder to operate better?
It is very interesting when the soldier is cool and effictivity.But this can go into the final P2W, now only 2 additional squad + universal slots for squad affect, and so and the weapons will be much more effective.
If the game was purchased, it would be a different matter.
