Indeed, at worst the only downside to TKing is that you may get some abuse in chat, or cost your team the game, because you slaughtered everyone just as they were taking/defending the obj.

Let say we remove friendly fire on AS.
Let say point A is full if enemies and friendlies what do you think would happen? Yeah More AS spam
All infantry will do is fight at the edge of that point and Radio Ops (friend/foe) would just spam that point to make sure nobody gets it

I guess it’s not necessary to kick. If he loses the right for artillery calls for next few minutes (increasing to hours if teamkill is still dominant in his/her attempts), that’s enough, or not?
