Just an idea, but Can we make the Winchester Model 1912 a BR 1 shotgun since I would think most would use the Browning Auto 5 in level 2? I think the Winchester would be better at level 1 since I wouldn’t consider using it in any higher levels since your 2 shots and then dead before you can reload. 
All shotguns could be easily BR1 weapons imo.
