You press H to convert weapons to semi-auto or to full auto. It will tell you in its stats if it is semi-auto capable as some full auto weapons are not semi-auto capable.

I’m pretty sure they’re talking about the M2 carbine. They might be talking about the M2 HMG but I doubt it.
