So, right now you can put tools on non tanker soldiers, and use them to repair other people’s tanks. Its actually pretty darn handy if you’re playing with a friend or two, since the tank crew can stay protected and keep firing while their ally fixes them up, avoiding the massive increase in vulnerability empty tanks have, and maintaining threat while its happening.
However, outside of close coordination with friends, its really hard to know if a friendly tank could actually use help, since the game doesn’t even say you can fix a vehicle if its not yours, much less how damaged it is.
So, I think it would be handy for sufficiently close by tanks to have some “I need repairs” marker on them, if your squad has tools and they have something you can fix.
