Just checked on Ian’s video. At 8.19, It’s indeed a scope rail but none of the scopes at that time were matched with the rail since it was an experimental prototype But if we really need a Japanese semi-auto sniper, and with in this enlisted case, where prototype/experimental weapons are a thing and functional, we could technically make the side rail capable to attaches a scope whichever Japanese had.
How about adding a scoped MG to Japanese snipers instead?

German Sniper have access to scoped ARs.
I’d argue that’s a different case because most AR were used semi auto at long ranges. I think I heard once that Stgs were primarily used in semi auto.
While MGs are designed for laying down heavy fire support. Having a scope merely just means you can see more clearly the infantry you’re mowing down with a rain of bullets. They’re not meant for precise shots.
Scoped MGs should stay MG class weapons
Fedorov was used as MG yet it is assaulter weapon, historical accuracy was thrown out of the window long ago.
They don’t need a semi-auto sniper rifle that have a full auto sniper rifle in 7.7mm

Great idea, Japanese should have sniper version of MGs. And the current scoped MG should he available only to snipers.
Just like Germany has a scoped STG44, give Japan a scoped Type 96 or Type 99 light machine gun.

as far as i remember playing with them you dont SNIPE , you just assault, so they should give the scoped STG to the assaulter class.
