The Soviets and Axis still lack tech tree AA like the Western Allies and Japan
So my suggestion is to add one for low BR for each.
ZiS-12 (94-KM) for the Soviets
Flakpanzer 38(t) for the Axis
If it were in war thunder, I would say T-90 spaa for the Soviets, but I have no confidence they would put the effort in.
