It depends on your time-zone. For my group, the prevailing faction is definitely ALLY. There is almost never anyone playing as Axis on Pacific or Tunisia, and even Normandy is scarce pretty often.
You must be playing a completely different Enlisted than me, because no matter what time of day and no matter what server I choose, 99% of the time I am going up against full Axis sweat stacks in the Pacific.
