As Erica mentioned, the official team hasn’t granted editor access; otherwise, third-party players could assist the team in many meaningful ways, such as developing weapon tech trees, improving historical unit costumes, creating new event maps, and providing concept modules for new squads.

You misunderstood a little bit, they did open access to part of the editor.
Erika meant that we cannot import 3rd party models and assets into the game, and we are limited to only using the game’s existing codes and logic.
This means, players cannot create their own custom models, and they cannot write code to make new mechanics (such as perks, as I have suggested above)
