The loading time for KV2 is too long.
It’s not enough to make him level 4.
He has no problem at level 3.
Although the trouble he can cause is significant,
the number of such troubles is very small, even less than that of some level 2 tanks.

The problem is not that KV1 and KV2 are BR3 - instead the problem is that 140mm pen guns bouncing on almost flat 75mm armor, while also dealing no post pen damage.
KV1 armor is incorrect, Panzer IV armor penetration is also incorrect - while Panzer IV post pen is also incorrect and KV1 and KV2 fire one hit kill nukes.

You should try Panzer IV vs KV1 - you need around 4 hits to take that tank out, unless you shoot the bottom left corner where its ammo rack is ( still PZ IV has not enough post pen damage to reliably one hit kill its ammo rack.) If you only get to attack its turret because of cover you can even end up needing 10 rounds to deal enough damage.
Some patches ago the devs messed up 75mm L43 and L48 post pen damage. Literally Panzer III and Puma deal more damage than Panzer IV right now.

I actually love playing at BR1 with Germany and U.S., they both have really great loadouts, especially with all the event/bp/premmy stuff out there. They can easily compete against BR2.
New players however, yes it’s a struggle for them. There should be some form of protection for newbies. At the same time, the game is also a progression based game. There’s nothing wrong with having a challenge some times.

Germany has a plethora of airplanes that can blow it up in br1-3. Every soldier is capable of holding an explosive pack along with tnt. There is always a way to deal with a tank.

You only need 4 shots if you’re shooting at transmission
Tnt on the roof of turret usually does the trick for kv1. And even if it doesn’t go after the first, every guy in your squad can carry it. I find explosive packs thrown by the treads works better than tnt on t34s.
I play germany way more than russia, I find it funny when people pick out the kv1 and say it’s problematic. As if they’ve completely forgotten that germany has the panthers and tigers which are the best tanks in game by far. Any small advantage russia has with the kv1, germany gets seven fold with panthers and tigers.
I dropped 2 500kg bombs 5 meters away from king tiger in practice mode earlier testing out the new il8 and it survived both.
And you can destroy a meteor jet with an AA gun…

It’s a little different than with airplanes because literally every soldier on the ground can carry tnt and explosive packs. There’s also like a dozen different ways to take out a tank but only 2 or 3 ways to deal with a plane.
Should we uptier both panthers and the tiger h1 because they vastly over perform in br4?
And have you tried blowing a tank with explosive charge? And have you tried throwing a molotov? And have you tried placing an AT mine in front of it???
That the tank can be destroyed with a tricky shot doesnt change the fact its overpowered for BR III and that my team always ends up with 0 vehicle kills with those on other side and I have to spend time flying a shitty BR III plane to deal with that unbalanced nonsense instead of properly defending the objective
It can one tap everything and has armor that allows it to retaliate even after getting multiple shots to the side
And those are comparable with the tanks of same BRs, KVs are not.
No, because those tanks can be reliably taken out with their BR counterparts from other factions.
KVs dont deserve to be in BR III as they are vastly superior to most of the tanks there
