Of course you can. First, you can make kamikaze not profitable at all if kills are counted conditionally on rearm. Second, you can compensate normal pilot for some loss of points if he did not make it to rearm by increasing points given at rearm as much as necessary.
All this can be solved many ways, the real question is whether there is a will to remove this mechanics. Particularly in this game where your grenades don’t kill your friends.

You have ammunition resupply point, more or less as returning to base. When you are out of ammo you return there. It is a good time to award points. But for that you need to be still alive.
