I think the developers thought that the Tokyo Arsenal was the best SMG in the game (I don’t like it that much but it is arguably the best) so it would be the only SMG used in BR4.
I guess they wanted other weapons in BR4 to be used too so they decided to move it up to BR5
But yea the SMG is pretty garbage.

Be honest, these squads were never intended to be exclusive. They don’t have unique gameplay features or special perks, they were just regular squads that got left behind during the merge because they didn’t fit neatly into the new tech trees. Their “uniqueness” is entirely accidental and arbitrary.
Bringing them back wouldn’t devalue anything, it would simply restore what was once universally available to everyone. And it would finally allow players to build complete lineups for underrepresented factions like Italy or the British Commonwealth, without forcing them to rely on one or two token squads.
Creating new squads from scratch takes time and dev resources, effort that could be better spent elsewhere. And for long-time players, this would only further overcrowd an already bloated squad list, making it even harder to manage and keep track on. Restoring the legacy squads is by far the best option.
Comparing legacy squads to to things like weapons or vehicles is not a fair comparison either. You have a valid point about not adding premium, battle pass or event weapons directly into the tech tree, but legacy squads is a different fruit entierly. You should not be bringing the same attitude to these as you do them.

Yes, it has horrendous horizontal on console, but it’s bad all around. This squad can’t get horizontal perk. The point was showing how bad recoil is on console though. On pc this gun is more or less a laser beam
