It’s really disingenuous to frame tank mgs this way. If not having a mg means your tank automatically gets better armor or shells, everyone would instantly ditch the mg for those things. We all know that’s what’s most important to a tank. Everything else is just an added benefit but completely goes out the window if its one or the other

I do believe the T28/T95(same tank, presumably wartime/postwar designations) should be in the game, but at BR4? Absolutely not. It should be at whatever BR a Maus would be at, which is presumably 5 or higher.
