Yes, they should be 2 different squads, Rider 1 and Rider 2.
But the basic fighters, except for premium and vent squads, are not used at all, at the very beginning of leveling there are 2 of them, but over time there remains 1 and then they disappear altogether.
This is the main problem.
This is solved by raising the cap to 5, per the original suggestion. That ensures a minimum of 2 riders per squad even if you take all the three specialists.
The Riders themselves don’t provide anything unique. They’re trash
