Well in that case, no they are not the same gun.
Because they can, Premium Pz4.E has always been pretty GOATed with HEAT rounds.
And I guess MP40/1 being moved to BR2 quite recently makes it a tad more useful now

default panzer 4 E already has them though.
so you’re effectively buying 50 to 60 for a skin with xp bonuses.

you are right, I misremembered that among its BR2 peers, aside from Pz3 J (Stalingrad), no one else had HEAT rounds.
That is currently not true, or at least no longer true. regular Pz4 E, F1 gets HEAT rounds too.

Now that I look at the post properly, what do you mean 25,000 points?? 
the scoped ptrs are great (I will play them even at br2) but what are the significant advantages of the german at rifle? besides fast(er) reload I dont see much of substance

It’s okay, because Soviets get a high pen, semi auto, 5 rounds, scoped one.
And axis get a sniper rifle with 1 round and low pen.
As it should!
At least there’s prone Solothurn I guess.
