I would say from programming point of view, it is not overcomplicated compare to scale of this game, War Thunder is able to process about 10 country and nearly 40 BR, why Enlisted can not?
From playerbase point of view, at some time such as 9pm UTC on Europe server, there might be more players than you believe. From some estimation, there could be up to 20k player online at a time (still quite old data), so 10k players on a server could form 500 match at a time, which is more than enough for these systems, 10% of time in queuing gives 50 full queues of active players.
One logic is when there are more players playing the game, there are more players available to the matchmaker, so better match generated at this time period will be enjoyed by majority of players. Because players are not evenly distributed in terms of time, so a feature being effective at peak time will be most efficient.

idk why you are comparing it with war thunder that has 100x or more playerbase enlisted has. also is war thunder country vs country or random MM? if it is random, all those restrictions dont apply to war thunder and would have much simpler MM than enlisted that must match country vs country.
idk where you get your data, but 10k players online doesnt mean 10k players in queues. it is probably online or in battle. lets say that average battle is 15 minutes and all those players queue all the time, so that means that there are ~1000 players for every minute and half and you would need 180*20=3600 players every minute and half for all queues to work with soft HA. and this calculation doesnt even include standard distribution that says that some tiers would be more populated than others.
also in peak hours now i dont feel that game has ~1000 players in queue at any given moment. even if you divide it with 6 that would mean that it has 166 players per campaign and you would get match around every 11 seconds.
Thank you for your analysis, I got most of your idea. The only problem is you might really underestimated the playerbase of this game, at peak time, the number of players we have is at least 1/10 of War Thunder.
average concurrent player count for war thunder is around 60k just for steam, with ~100k at peak. idk how many player use steam vs standalone, so numbers are definitely higher. and that is just PC players. there are still ps and xbox that arent counted in this.
if you check queue waiting times in enlisted you can approximate number of players (and that is on bigger side cause you arent guaranteed 20 human players in match). if you wait ~30 seconds for a match that means 20 players in 30 seconds, 40 players in 1 minute with average match about 15 minutes you would get 3600 players in 6 campaigns. cause peak time is only on max 2 servers you would get ~8000 peak players concurrently on all 3 servers for all platforms. and this is very generous estimation cause in moscow i often wait for minute and half (and over) till MM gives me a match in peak times. and situation is probably similar in few other campaigns, so you would probably get around 3000-4000 players in peak hours on all servers.
Nice algorithm but still do not quite trust your input data used. May I ask which server are you playing on?
In peak time such as Europe @9pm UTC, in Berlin campaign, the queuing time is usually much shorter, around 10-15s. (but in this version Germans take longer because of unbalancing)
The more unbalanced that campaign, the longer you need to wait as the more popular side, because the less popular side is the bottle neck. Also apply to other campaign, if you try the less popular side, the queuing time will be much smaller. With the introduction of XP boost for play any side, this problem will hopefully be solved.
i am playing on EU, but you can easily datamine those numbers from replay site. just look at replay site now. there are 100-125 matches in last 15 minutes. if we assume average battle time of 15 minutes we get 2000-2500 players on all 3 servers at peak EU time (current time is 21:26 CET, more relevant time for EU) and little past peak on EEU.
minute and half is max waiting time after which game is created no matter the number of players on both sides.
