It’s not in the store. You have 2 days for it. It’s right over where you see your 3 daily tasks , event news 
I bought it even thought I have all squads already but the Tunisian ones. And I’ll probably only use them for fun as I have VASTLY superior tanks unlocked already

The only thing I’d see is: if you DID NOT have ANY of those 8 premium squads in possession during the first Elbe day event, the event should have showed for you back then. It didn’t show for me and anyone having even a single of those starter squads in possession.
My theory is: maybe it’s a reverse situation? Either way they should just allow everyone to buy it, even if they had the chance last time… Would mean more money for them 
I can confirm I cannot see the offer. I don’t have any of the squads already.

I sent off a request for support. The answer I received is outrageous!
The offer was sent randomly to players . Just another example of how unfair enlisted planners are without thinking of game balance or the frustration of people being just UNLUCKY when the only thing that separates the have’s and the have’nots is money.
