There is no balance reason not to add the KV 1, because technically it should perform basically just like the T34.
Long barreled 7.5cm gun from a Pz IV F2 should go through it like butter, yet the real problem I see is that the T34 is already overperforming.
Like if you think about it, there would have been no need to add the Panzer IV F2 if the PzIII J1 L60 would perform the way it should, yet here we are with the classic Stalinium BS, so I actually see a problem with adding a KV 1 without nerfing Soviet Armor.

Rarely play Soviets, add the tank as premium. Anyone who buys it would already have it at lvl 40. It’ll be locked to most because price too high for those who pay and those who don’t just don’t 
You’ll rarely see it and when you do there’s plenty of counters available already. Tank only has the cannon, what’s there to be afraid of?
