No, Type Hei automatic rifle is currently fine. It has larger mag to balance the lower damage.
Buffing its damage or give it more mag will break the balance and make other faction’s player request to buff their sf rifle.
The last thing we need right now is a buff to the best SF rifle.

The gun having only 1 reserve magazine is a balance choice
Changing it + changing the damage would obliterate balance
