well, for experience as i have been around this forum long enough,
it’s kinda difficult to find a leader.
there is literally no one suited for that lol.
cc that we got are toxic as fuck, and always talking out of their own ass without even checking what they are saying.
parabelic and mcburger are a primal examples…
they even get paid 
( not sure, but some prominent folks with actual rank and somewhat insider claim that they do )
as for forum members…
most of them left, others become alpha tester teams ( hence self censored and taking parts for df ) others are already helpers, and majority of normal members are biased af ( included me of course ).
sounds an interesting idea, but we have no right candidates.

and at least one thing I know you show dedication and passion when you start messing around with your cosmetics in the editor and DF should probably try listening to you instead of waiting for whenever we get cosmetics otherwise we’ll end up with whatever happened with Tunisia And the short pants abomination that happened quite some time ago
i’d be willing to work for free to fix this shit.
but… as far as i’m being told, situation is slighlty difficult than it is in the editor.
( i have no clue how or why… but they ignored my submissions so… perhaps not a priority )

sure, but as said, we don’t have the right people for such a position.
and the ones we already have are already doing their best.
this forum is not a place of functioning democracy like ancient athens (where people btw had to earn the right to vote and prove that they actually had high quality understanding of society), but a typical mob hole where normal people rarely post/participate and instead forum dwellers with no life spread their nonsense. since these types have no healthy self esteem, they gather together and try to have “control” over some virtual forum on the internet to feel less like losers.
this is the reason you constantly see nonsense/spam/censorship/childish behavior in general on this forum instead of a productive, mature discussion atmosphere.
ive been in some game forums over the last years and this is by far the most toxic and useless one.
if you want to see a good forum, check up age of empires 2 or pillars of eternity, both are perfect examples for high quality users and high quality moderation.
tl;dr: dont take anything here serious, its like expecting cultured hygiene from a group of orang utans
