Ok, i see. A couple of months ago I had no problems obtaining weapon and troop orders without paying anything, just playing and doing challeges, now it seems that they changed this system.
The new one force you spend 10$ but worth it

Look above each reward, if there’s “Free” written above it, you will get it even without buying the elite battle pass. If there’s no such text, then you need the elite battle pass in order to claim said rewards.
Any way, like gastanofrizzi said, the elite battle pass is totally worth it. You will get your gold back + all those sweet rewards and on top of that, 100 gold as a bonus.

it’s interesting next month i will permess myself to spend 25buck in the game and use 10 to buy battlepass.

My first idea were to have lot of garands mixed with lot of m2 and some bars
I use germany on moscow to collect bronze orders for america 
*M1 have less recoil than garand but need 2 shoot for kill but have 15 bullet
*garand one shot one kill but 8 bullet
- either are fine but depend on you
