how does the not have more armor
if its based on the j it should still have70mm hull armor
if the j1 70mm hull and turret armor
i am assuming this tank with the only displayed spaced armor is 20mms

It is essentially a newly manufactured Panzer III based on Panzer III J1 standards, which was modified from existing Panzer III Js. Both the turret and the frontal hull were outfitted with spaced armour.

J1 only has 50 mm of armor for both hull and turret.
L has 50+20 for both, just like the M (which is already in game as a premium)
The Pz III L has been requested for ages, and if I remember well, it has been in the game files for a long time.

I remember seeing a suggestion for it a long time ago. And besides, it would be similar to the Stalingrad panzer 3 N.
