i don’t have much experience with planes in enlisted. It is hard for me to make loads of experience points. My question is: for each BR which plane (only talking about Air-to-Air combat) should be upgraded first?

Isnt bad air to air but hase Bombs as well!
I think its a good allrounder Plane!
I think the BF 109 Tropical is good air to air , but dont hase Bombs!
I think the Bf 110 is good against AI planes Bomber formations and it hase Bombs,
But hase problems against more nimble stuff!
If you think just think about Plane vs Plane if there isnt any plane in the Game then with no Bombs or Rockets it getting booring very fast and you dont getting much XP!

I am relativ happy with it!
I dont like the Bf 109 Fi not enough Ammo Br 2
In Br 2 i Upgraded the IAR its good in my Opinion its a good allrounder but i often use Bombs as well!
In Br 3 Fw 190 A-8 is good for me , but Fw 190 Planes arent for every Body!
yeah, but Axis dont really get anything worthwhile in BR3 other than the FW190 A-8 so you either fly the Bf-109 F-4 trop and be on equal footing with BR2 aircraft in dogfights or use the A-8 as an interceptor and can also ground support with the powerful rockets.
Axis should get the Fiat G.55 moved to BR3 since its already worse than KI-100 sitting on BR3 and Spitfire mk.IX on BR2, that way you could finally have a real choice.

I think the Soviets dont have really better Planes!
They have nothing Tech Tree BR 4, nothing!
they do have comparable aircraft on BR3 though.
As for BR4, devs should finally add something for BR4 or move La-7 to BR4 as requested by the community.

I thought about a Jak-9U In Br 4.
doubt it would be popular since aircraft without bombs or rockets are borderline useless in Enlisted.
In some Wikipedia sites there are Jak- 9 and Jak-9 U mentioned with Bombs!
