you are making a mistake by letting a single guy carry so many nades coz if he dies you loose so many nades
All of my guys have that many now that I got enough stockpiled. Everyone gets a det pack, a med pack, and a frag at least. I assume theirs is the same.

Normally I have only one grenade but as @8383908 wrote I have so many that I equipped my assaulters with grenades and I spam throw them at objectives.
