If you can exploit as a source for pure HE spam, then it is not useless. Moreover, this doesn’t effect the ability of being an APC. So a person that really think its gun is useless on br5, they can still use them as pure APC.

The survivability of a vehicle is not the only consideration for br. It has significantly better firepower than other br2 APC, so it should have a higher br.
