The fact that Chi-Nu’s AP is uncaped does not affect its penetration value, however being uncaped, it has a higher chance of bouncing off of slopped armor, the cap is designed to improve the normalization of the shell agaisnt a slopped surface, it does not affect the penetrating power of a shell directly. As a result, Chi-Nu cannot reliably take out either M4A2 or M4A3 (105) anyway. A tank which is not capable of dealing reliably against its oponent at its BR while not having significant gimmick should not be at the same BR as them.

No the KV-2 can one shot any tank it comes across reliably. It was downtiered because KV armor isn’t reliable at BR4 and no one was using it because of the reload taking 3 business days just to get eaten by a wooden post.
So you want a Japanese Panzer IIIJ1? A tank that’s already underpowered for BR2.
He might be talking about the KV 1 instead of the KV 2 as that one also started at BR 4 initially.
EDIT: Well now tinking about it I would disagree that the KV 1 lacks any kind of gimmick with its sidearmor being stronger than a lot of tanks front armor meaning it is braindead easy to play and enabling the most clueless of players expose their sides to the enemy and still beeing almost untouchable if there is still some angle to it.
It really gets frustrating when a clearly oblivious tank is just sitting infront of your barrel but because he is unawear of you cant do shit as both hull and turret are still to angled.
That would make more sense, especially since there’s still a KV-1 at BR4 that is completely useless
