Many famous people dressed up as a women for parties. Even people who made it very high like Admiral Horthy who became the Regent of Hungary.
However we must understand that the people at the time saw this nothing more than a joke, none of the men we saw on the pictures dressed up as a women because he was “trans”.
Had the trans trend existed in that time, these pictures wouldn’t exist.
