Vg2 can reload it’s 10 rounds faster, the gewher wartime mod event gun has a 25 round mag at br2, Manlicher has higher rpm, so does arisaka type 38 rifle and Winchester repeater for the soviets. The Enfields are the all round best bolt actions in br2, but they are still bolt actions so they should be br2.

Arisaka Type 38 has to unscope after every shot so after every shot you have to re-aim lowering the practical rate of fire on target, mallichter is slightly faster yes but has only 5 round magazine
VG.2 has lower rate of fire which is futher reduced by unscoping after every shot lowering the practical rate of fire even more compared to Lee-Enfield No.4

The extra speed of the Manlicher can make the Enfields 5 extra rounds count for nothing if the shooter is good enough, the Arisaka having to unscope is a downside but it’s still a very competitive rifle. Also the vg2 can reload much faster because it uses mags not clips.
how so? no one is using it, even in BR2 it would be kinda meh.

I doubt many people use the guns of br4 does it mean they should become br3 guns? NO, just because people aren’t using them it doesn’t mean they should be downtired.
Also of the top of my head the MP35/I has around 700 rpm with 7.2 damage, that’s plenty good enough for br3, not every gun needs to be the best in the br otherwise it will create a arms race, some guns are filler and thats fine.
Its only 6.0 and 540 rate of fire with 32 round magazine
Compared to S1-100 which is BR I… the performance difference is only 90RPM better rate of fire and bit better velocity.
When you compare it to the BR II MP28 for japan
Its either you prefer 0.5 more damage per shot and bit more velocity or 18 more rounds in every magazine.
Against M1928A1 Thompson and PPSh-41 at BR III… the MP.35/I is just outclassed
as for SIG 1920 for japan at BR III, it also completely outclasses the MP.35/I

But its got like no recoil, don’t just look at stats, guns should be balanced based on the way they actuall play in game. The MP35 is perfect at BR3
