There is a huuuuuuge number of BP weapons as strong or stronger than tech tree…and event weapons…And premiums (its almost a defining perk of them…not all, there are some real duds “cough…delisle”…but its never been used as a reason to hold them down)
As for power creep…didnt federov just get buffed out of no where a month or so ago? For god knows what reason 
In one of the earlier announcements i swear one of the CMs said they didnt want other faction mains to be unhappy. (Further more, i havent even see any “mains” saying it should be 15)
This is why we cant have nice things (selectively)

Just leaving it here. I’m not interested in debating it more. Scotti feels like a let down to me personally, and it seriously isn’t “cracked” at br5.

You also forgot to add to remove the no restriction to Air spawn in the Pacific for the allies and also body armor which apparently does nothing.

Unlocked Scotti “early” by paying 75 gold (since you messed up my BP for entire day) and my impression of that gun is not great.
Tested it in two separated matches one with Assaulter squad with -vert 40% perk (VP) and another game with Assaulter IV with Horizontal perk + one vertical perk (HPVP).
VP: Accuracy is awful you struggle to hit enemies even at 20-30m. You can forget about hitting enemies more than once-twice at 40m+. Damage is pretty poor since dmg drop off and accuracy are poor and i was hitting enemies at belly or arms where dmg is much worse. Headshots are impossible with this thing. Ammo is running out instantly and you just want to switch to STG44. You will get punished by bots a lot, as you can’t kill them fast enough.
HPVP: Accuracy got little better but you will really struggle with vertical recoil in the first 2 shots every single time you start shooting the gun. And horizontal recoil is still 2x worse than of STG44. Dmg is poor due drop off and most of your bullets not hitting the enemies past 20m. Just like previously i want to switch to STG44 asap, even lvl1 Assaulter IV with STG44 no perks feel better to play than fully maxed out A-IV with perfect perks and Scotti.
Conclusion: In current state this weapon is just unplayable at any ranges over 0-20m. You will always struggle with bad accuracy and mag size, 3/4 of my bullets still doesn’t want to land at the enemies which is just sad for a weapon with 15 rounds.
Damage is also not impressive especially vs Soviets with body armor, past certain point you will need two hits most of the time and with just 15 rounds in a magazine it’s just lethal for you. Enemies will be always outgunning you, there are no escape. STG44 and FG42 II are only salvation.
It’s a sad joke that we’ve got yet another unusable Italian BP gun (you really hate pasta) first Breda PG CR that has awful accuracy and now Scotti rifle that again has dreadful accuracy. Is that a running joke? We will see next time.
It needs to get buffed to be:
- Similar to Fedorov Avtomat - 25-30 rounds, less recoil. Keep rof as we have right now.
Or
- It needs to be turned into real rifle with 15 dmg at 100m (start with 16dmg at 0m), give it 10 more rounds and faster muzzle velocity. It would become rifleman clone of Fedorov Rifle. Both have uncontrollable recoil so you don’t need to touch it’s recoil we will be using it to burst fire or use semi auto.
Not buffing it will make a cool gun to be not played by anyone just like Breda PG CR and Winchester 1887 shotgun that is the worst shotgun in a game.
