It sounds like the main problems you’re having are related more to the invasion game mechanics. I fully agree that defenders should be given more time to prepare and more space to defend. The spawn time discrepancy between Americans and Germans is pretty severe a well.
If the defense was less frantic and hamstrung the ammunition issue you’re having could become a non-issue
With a good mix of mobility,ambush and smart camping (when needed) you’ll do better.
With Mg,smg and semi-autos guns for sure. with still few bolts for long range fights
Thanks i made thath post for say one thing, people wo show they battle statistic saying “im 230 kill only rifle im good” are the worst im only lv 10 on all/axi on moscow and lv 5 on all/axi in normandy dont play berlin now im give myself a lot of time for grinding and fill up all the squad with soldier,support equipment,granade,new wapons withaut rush im play this game, my total points at the end of every match are 1800-2XXX my kill count is 40-60, i reach all time the team first tree im a good player but because im a good player i dont go in the forum show battle result of hundred kill made with plane, tank or mortar and I pass them off as simple things do with a rifle because they are not simple, player like me good or bad work to learn how the game work and play a lot and are the first wo support this game and share their feedback.
I think you are doing things correctly.
I acted the same way when i was low level on moscow with +/- the same results than you.
When you’ll have new weapons (mg 34, mp40,gw41) it will be easier
Human nature in a nutshell here don’t worry about that 
From my point of view it’s only cause infantry the battles are lost or won in this game
