You can think of it as a player who is ranked lower than you and cannot provide good support or actual effective behavior.
To put it more specifically or intuitively, it is those groups whose vehicles have low killing capabilities but occupy them for a long time or who are constantly being shot and killed or building ineffective respawn points before enemies ambush them from the front.

Non-English users perform better than 90% of English users most of the time
Sometimes you can even see English speakers who have been beaten to the point of mental breakdown and say that all Chinese players are cheat users.
This game is not very popular in Asia
Only a small group of people in FPS games will know this game
therefore
Most Asian players who play under such conditions themselves have better tactical thinking, reaction capabilities and enthusiasm than the casual group.

In my experience it’s only truly an issue in lopsided , unbalanced matches… Basically like most of real infuriating issues the game has - once both teams are competent tons of problems are no longer really there
