Unfortunately, absolute symmetrical balancing is impossible in every game out there. Just like real life, formal equality is also almost impossible so concessions has to be made.
the closest to a symmetrically balanced game would be COD or BF series of games where both sides can use the same gun though attachments will vary

But the Pacific seems to be a bit too far weapons gap
Especially that some japanese weapons are still bugged and inconsistent, for example Type 11 LMG (it shots everywhere, feels like shooting with garden hose…).
But of course there are many more, there is no campaign with bigger difference in overall equipment performance.
As japanese vehicles also sucks DF responded with fck Paywall and implemented best tanks in this campaign as premiums for japanese side…
Japan is an interesting example of what happens when you don’t do enough QC on something and you don’t get players involved in public test before release.
Initially, when Japan launched the population did favor the Axis for a bit. I went 80 something matches before my first loss, and it was just barely a loss. I screwed something up at the last defensive point that cost our team the win.
However , what started to tip the scales in favor of the Allies from a population perspective was the absolute plethora of AA and AA Trucks that were being spammed.
I’m all for a challenge, but having every building able to be shot through meant (all of this is IMO, since none of us have server data its anecdotal at best) that US players flocked for easy kills with minimal risk. Of course being on the receiving end of that is never fun. And that will push players away. No one wants to be spawn slaughtered by an AA truck that can’t deal with or 3 AA guns chattering away. Guvutus design made this really easy to cheese. Sure, they patched it, but the damage to the population was done.
There is disparity in small arms but its manageable. I personally feel like Japan wins on Bolts, and at times Semis (I love that Otsu, shame it only holds 5 rds). SMGs are even so long as you work them to their strengths. Mid Range for Japan and Knife fighting for US.
LMGs are better for US, partially because of the sights, and partially because the BAR is just awesome for what it is. Get a run Speed Perk and Recoil Perk for your Gunners and you basically have 2 x Assault Squads with Rifle Caliber rounds.
Tanks (not counting premium because I haven’t purchased them) goes to the US but there is little to be done with that, Japan did not have an Armor Industry like Germany or the rest of the nations.
And of course some of the Maps and their modes have made for some really stupid games that were won or lost because of distances, lack of cover. I had bots win a match for me on confrontation because the distance was so far the counter ran down before the enemy team could get there.
Hoepfully, some new maps, a balance pass or two, and a revision of some maps and maybe an event or two will help even it out again.
Japan is hard to play only because of playerbase IMO. The gear works if you use it correctly and there are few things I would change (the only potentially being that the HEI i think should have had its 10rd mag as a campaign unlock).
The population though needs a reason to come back. Hoepfully we get that reason soon.

My main weapons for Japan are MP 28, Type 96 LMG and Type 99 rifle + the sniper version.
Type 96 may have worse sights than ZB-26, Bren or Vickers but the MG can do the job well plus it comes with a bayonet(Only LMG in the game that has a bayonet right now) and good at spraying compared to other Japanese MGs.
I tried to use Type 2A and Type 100 before but the 8mm Nambu SMGs feels like a peashooter even fully upgraded but the Type 14 is a good pistol. 2A is more manageable with the ROF but I chose the MP 28.
Japanese automatic weapons are undoubtedly awful compared to American counterparts, and that’s what everybody knows from get-go. But strangely, even the bolt-actions felt off to me. This is first time in 500+ games across all campaigns that I have to hold the breathe to hit someone. The dispersion is just all over the place.
Part of it could be the generally longer engagement ranges of Pacific exacerbating the problem. All rifles are inaccurate when not upgraded, the ~15% dispersion you improve, actually seems to make your weapon miss 15% of the time until you upgrade it. But even a “miss” can still hit the target at close-mid range. If they are fully upgraded, they should not be dispersing shots way off target, unless you are moving.
I’ve been running type 1’s and stock type 38, never had problems with the type 1’s, but all the other ones bother me in one or more ways.
I’d say this about the Japanese rifles:
Type 38 carbine: Crap, but probably in line with other beginner guns
Type 38 rifle: OK-ish, but annoying sights
Type 1: Good rifle, nice sights
Type 99 (late): Good damage, but super slow and terrible sights
Type Hei/Otsu: Damage and capacity way too low, worse than bolt action 90% of the time

I have the fully upgraded Type 99 snipers despite the bugged damage at longer ranges. Sure this ain’t like the Mosin sniper with the more powerful damage even at long range along with the scope but its actually fun to use especially with that firing sound.
The regular Type 99 rifle is the closest thing I could get to a Mosin or Kar98k in terms of sights despite its a kriegsmodell variant but fully upgraded Type 99s do one shot enemies much easier. Outside the Type 99 rifle, I do like the Type I better than Type 38 because of the sights where could use my Tunisia Axis Carcano experience with that.
Japan is a practice match for US.
