Does it lengthen the stamina bar?

For literally every single soldier:
stamina regen (costs zero and is the best mobility perk in the game)
max health increase (16 Heart) or 80% less damage flinch (if you dont have 16)
fast med use (8 Foot)
chance to get knocked down instead of dying (10 Fisting)
fire extinguisher (1 Foot) or faster aiming (10 Foot, if you somehow get 18 Feets)
Max health increase also matters for semi autos - since they magically deal even less damage than BA, that often forces the enemy to double or even triple tap (assuming 100% accuracy), so tons of them will literally run out of ammo before you run out of people
the 2 perks i listed and throw whatever i want on it

I wonder how effective it would be in a game where one shot will kill you, but I will try to acquire it.

If you are not using flasks, maybe. For me it just blocking mor useful perks.
by the time you use the flask you already have full stamina with 100% regen
and the regen works while running too, so you deplete way slower
and flasks are single use and take forever to use too
You can basically sprint all the way to the fight, rest for a tiny sec and sprint even more
Health pack buff is better though.
