Then what weapon should high-level players use, who spent the most money and time in this game, for combat at a distance? Bolt-action rifle? Ppl don’t like what they grind hard cannot even hit the target accurately even at 100m.

i think rifles should be the long range distance weapon, bolt action rifles should be low tier and semiauto rifles the high tiers, in this game for some unknown reason at least to me, semi auto rifles have less damage than bolt when IRL both use same ammo, i agree that bolt maybe should have better accuracy but both should have the same damage, with semi-auto with less damage than bolt, semiautos are use it as a mid-range weapon and get outclassed by most automatic weapons in this area.
Game balance, I’d guess. So each weapon is worth using it somewhat, under different circumstances. And super leveled up opponents don’t eat you for breakfast. At least not from long range. At least not always. 
(But it’s just my guess.)
