I’m going to equip my soldiers with a better rifle than the Gewehr 33/40 and I need to know which is better. The Vz. 24 does 23.7 damage but the Pre-War Kar98k does 22.1. Does this matter because it’s over 20? If not then I’ll go with the Pre-War Kar98k because it shoots and reloads faster.
bolties are all about sights that you like and which you find it easier to aim. there is really no big difference between them after BA buff. sure there some difference in reload and ROF, but overall it is not that important for bolties. hitting something is.

As Robihr mentioned the differences between the two rifles are only circumstantially relevant. I went with the Pre-War Kar98 from a historical preference.

You can mix and match some roles as well, so leave the vz.24 on the RO’s to differentiate them from your other rank and file. Same as leaving the Gw41 on your “lead engineer” of the engineer squad, as I use an assaulter as the actual Squad Leader with the MP40. The various gold weapons or other esoterics in game can be issued to your SL to differentiate them from the rest of the squad as well. Many of them are ahistorical, but you can get away with having one in the squad for “reasons” 
There are lots of options to historically equip your squad, but in general I equip most soldiers with the Pre-War Kar 98, try to have an assaulter squad leader and another as 2IC with MP40s in those squads that give you 2+ assaulter options, only 2 MG 34s in the MG Squad to simulate an early version of a PzGren squad. Only 1 Schiessbecher per squad, additional repair kits on Engineers etc… You get the idea.

The kar 98k has the best sights but if you’re determined to use an open sight the pre war has a higher rof and cleaner sights, before the buff the vz was the only bolt action for Germany to hit 15 damage so it could ohko but now it’s about rof and sights
Before BA buff the vz was the GOAT but now it doesn’t matter, just pick the one that has the fastest RoF and reload speed

I decided to simply sell all bolt-action rifles (except shiessbechers and sniper rifles) and go with fully upgraded Gewehr 33/40 for pretty much all, except riflemen (the schiessbechers).
Pretty much the worst rifle in the game, actually 2nd worst the mas 36 exists
I actually for some reason find the MAS-36 quite a solid rifle. I don’t think that it would be the best in terms of damage, but it has good iron sights, which as robhir stated, is quite an important factor for bolt-actions.
